ELMWOOD, WI – The Village of Elmwood held a 2019 Budget Public Hearing and November Board Meeting on Monday, November 5, 2018 in the historic Village Auditorium with a 6:30 PM Budget Public Hearing on the proposed 2019 budget.

Village President Bill Stewart called the Budget Hearing to order on time with Trustees Paul Unser, Josh Bleskacek, Marge Binkowski and Dick Jones present along with Amy Wayne Village Clerk.

There were no citizens in attendance even though this Hearing was an Open Meeting.

The Board and Clerk did briefly discuss the proposed 2019 Budget that is .931 percent less than the 2018 Village budget.

“This was one of the easiest budgets I have worked on in nine years,” said Village Clerk Amy Wayne.

“It was up a little here with things like Health Care coverage and down a little there to keep it so close to last year and the Governor didn’t treat us badly this year,” happily reported the Village President Stewart.

As the clock ticked down the allotted half hour for the Budget Hearing with no one coming forward the President adjourned the Budget Hearing and called the November Board meeting to order with Trustees Dolores Radtke and Rick Stohr in attendance noting compliance with the open meeting law.

The meeting followed the published agenda as Posted November 2, 2018 with item 6 calling for the approval of the October Meeting minutes, so approved unanimously.

Item7 - Public input. There was none.

Item 8 - Approve 2019 Budget, so approved unanimously. 

Item 9 - Operator’s License (Naomi Thatcher) Sandbar, so approved unanimously. 

Item 10 - Operator’s License (Jason Severson) Kern’s Kurbside, so approved unanimously. 

Item 11 - Operator’s License (Robin Kuechle) Kern’s Kurbside, so approved unanimously. 

Item 12 - Operator’s License (Sera Greifzu) Kern’s Kurbside, so approved unanimously. 

Item 13 – Committee and Board Reports: Nursing home from Trustee Marge Binkowski giving the current residence counts and construction update. She stated that Phase II has just begun and that there were some old sewer issues that had to be dealt with.

Trustee Jones stated that the Library Board will meet next Wednesday and that there was no report on the Library as yet. He also mentioned the Police Board and with that Chief Delton Hoyt gave his report.

The Chief stated that he had been out sick for the September Board Meeting and then gave his summary report for that month. The enforcement synopsis was: 3 Assist calls, 4 Criminal Investigations, 2 reported as domestic related, 5 Ordinance enforcement requests, 10 service call and 6 Traffic related incidents for a total of 28 calls for Service.

He related some the training and other work he was involved with for the month.

“I was very busy in the month of September and remained busy through the month of October,” stated Chief Hoyt.

In October he reported there were 6 Assist Calls, 2 Criminal investigations, 4 Ordinance complaints, 8 Service Calls and 7 traffic Incidents for a total of 27 incidents in October.

“Of those Calls for Service, the notable events were the serving of a drug warrant on a residence within the village resulting in two arrest. Also, there was an investigation into underage drinking that occurred at a community event and an OWI arrest that occurred at the end of the month,” he stated.

He then recounted the non-enforcement news for October. “The Elmwood Police Department led the Homecoming Parade and assisted with traffic control and handed out glow bracelets to Trick and Treaters on Halloween, October 31.”

The Board accepted all of the reports unanimously.

Item 14 – Payment of Bills, so approved unanimously. 

Item 15 – Adjourn, so approved unanimously.
