ELMWOOD, WI – The Village of Elmwood held their March Board Meeting Monday, March 11, 2019 in the historic Village Auditorium Dining Room.

The meeting was preceded by a meeting of the Licensing Committee with public input from Dick Tiffany and Sandy Wohler regarding the 2019 St. Patrick’s Day Parade this Saturday at 2 p.m. on Main Street.

There was a request for a street closure during the parade similar to what is done for UFO Days.

Village Clerk Amy Wayne informed them that would require at least two weeks’ notice to the Wisconsin Department of Transportation for approval.

As such the parade units will have to obey the stop signs and be held to one traffic lane.

The regular board meeting of the Village of Elmwood was called to order by President Pro Tem Dolores Radtke in the absence of Village President Bill Stewart. Also absent from the meeting was Trustee Rick Stohr. Present were Trustees: Paul Unser, Josh Bleskacek, Marge Binkowski and Richard Jones. Also in attendance were Village Clerk Amy Wayne and Police Chief Officer Delton Hoyt.

The meeting followed the posted agenda and was in compliance with the Open Meeting law.

Item 4 was the Approval of minutes. The minutes were approved unanimously. Agenda Item 5 was the period for Public Input. There was none. Item 6 - Approve St. Patrick’s Day Parade ~ (March 16, 2019). This was approved unanimously per the prior discussion that occurred in the License Committee meeting.

Item 7 - Lift Open Container Approval 2019~ St. Patrick’s Day Parade (March 16, 2019). This item was approved unanimously with the stipulation that this would be for the period from noon to 8 p.m. This coming Saturday.

Item 8 & 9 - Elmwood Community Club Picnic License Request and Approve Temporary Operator’s Licenses (March 17. 2019). This is for the Poker card fund-raiser event for the Elmwood Community Club at the historic Village Auditorium this Sunday, March 17, 2019. Both items were approved unanimously.

Items 10 & 11 Elmwood Rod & Gun Picnic License Request and Approve Temporary Operator’s Licenses (April 6th thru April 7th , 2019). This is for the Dick Tiffany “Prom” event. Both items were approved unanimously.

Item 12 - Committee & Board Reports. Trustee Marge Binkowski had none for the Nursing Home Board as there is a construction meeting coming up. Trustee Jones stated that the Library Board had a meeting last Wednesday and reported that the Library hours will remain the same: Tuesday through Friday. They are still looking for a new Director. Jones also reported for the Police Committee that they had a performance review for the Chief and that he would be meeting with him bi-weekly in the future to review matters of concern in the Village.  Chief Hoyt gave a brief Police report saying that the month of February was very quiet due to the winter weather. There were only 17 reportable incidents and no tickets or citations were issued for the month. He hosted a public sex offender on February 12.

Clerk Wayne reported to no one’s surprise that the Snow and Ice budget is gone. “Fuel slips are in and balanced,” Wayne reported. She praised the Public Works crew who have done a “tremendous” job with plenty of extra hours dealing with snow plowing.

She also reported there are currently water pipe freeze breaks for three residents and she has reviewed all of the policies and procedures involved and that the Village will be working with them to credit the extra water used and leaked.

Item 13 - Payment of Bills. There were a few questions asked of the Clerk that were answered to the satisfaction of the Board. The bills were approved for payment unanimously.

Item 14 – Adjourn. The motion was made and approved unanimously to adjourn the Village of Elmwood March Board Meeting.
